ClearWater Submits Formal Comments to the DEIS for the Proposed Route 322 Connector Project.

Centre County, Pa. April 20, 2026 — ClearWater Conservancy has submitted formal comments on the Draft Environmental Impact Statement (DEIS) for the proposed State College Area Route 322 Connector Project. As an accredited land trust serving Centre and surrounding counties, ClearWater’s comments reflect its commitment to protecting the region’s land and water resources and ensuring that major infrastructure projects are designed with long-term environmental sustainability in mind.


The letter outlines key concerns related to groundwater systems, watershed health, and ecological impacts—particularly within the Spring Creek and Sinking Creek watersheds, which are critical to the region’s water supply, recreation, and overall quality of life. ClearWater emphasizes the need for more comprehensive hydrologic modeling, stronger analysis of cumulative and secondary impacts, and a project design that prioritizes avoidance, minimization, and meaningful mitigation of environmental harm.


In addition to identifying gaps in the current DEIS, ClearWater provides detailed recommendations to guide the final Environmental Impact Statement and project design. These include improved stormwater management strategies, protection of wetlands and stream systems, and ensuring that mitigation efforts are locally focused and directly address impacts within the affected watersheds.
